REGULATIONS ON BREEDING WORK

1. GENERAL PROVISION

1.1. These Regulations have been developed in compliance with international principles of humane treatment of animals.

1.2. These Regulations establish uniform rules for breeding dogs and maintaining breeding canine documentation in the Breeders International System for all legal entities and individuals.

1.3. Breeding work at Breeders International System is carried out with all breeds of dogs, including all breeds not recognized by the FCI.

1.4. The main objectives of breeding work are: obtaining physically and mentally healthy animals that do not have any deviations that could serve as an obstacle to their prosperous life. The absolute priority in breeding work is the health and well-being of the dogs.

1.5. Breeding work is carried out with the aim of forming a healthy population of dogs necessary to meet the needs of amateur dog breeders.

1.6. Direct breeding work in Breeders International System is carried out by:

- non-profit canine organizations, public associations and other non-profit organizations that are members of Breeders International System;

- adult citizens and other persons who have a kennel name registered with other cynological organizations;

- adult citizens who are members of Breeders International System and own one or more breeding females on the basis of ownership, ownership and/or use rights;

- adult citizens who are members of Breeders International System and own one or more stud dogs

property, ownership and/or use rights.

1.7. Owners of dogs used in breeding work are required to comply with the requirements of these Breeders International System Regulations.

2. ORGANIZATION OF BREEDING WORK

2.1. Breeding work with their livestock in the Breeders International System is carried out independently by cynological organizations, private nurseries, owners of breeding females, owners of male dogs who have membership in the Breeders International System.

2.2. Inspection of litters is carried out by specialists from Breeders International System, cynological organizations, private nurseries with mandatory microchipping of puppies and entering information into a database.

2.3. Cynological organizations, private kennels, as well as owners of breeding dogs are responsible for maintaining the Book of registration of matings and whelping of females and provide them to Breeders International System upon request.

3. ADMISSION OF DOGS INTO PEDIGREE BREEDING

3.1. All breeds of dogs that have certificates of origin/pedigrees issued by licensed canine organizations are allowed for breeding.

3.2. The owner of a dog leased to him for admission to breeding must have a lease agreement concluded in simple written form, indicating:

- rental period;

- rental conditions;

- postal addresses of the landlord and tenant;

- contact numbers of the landlord and tenant.

3.4. If the female is in common ownership, then the joint ownership agreement must contain the conditions which of the parties to the agreement will be considered the breeder.

3.4. If the dog is in common ownership, the joint ownership agreement must contain conditions regarding which of the co-owners is necessary to complete the mating act.

3.5. The first mating of a female admitted to participate in breeding can be carried out provided that the female reaches the following age at the time of mating:

- at least 15 months – for females of small and medium breeds;

- at least 18 months – for females of large and giant breeds.

3.6. During the entire period of breeding use of a female, no more than six litters can be obtained from her. The interval between birth dates of litters must be at least 300 days. It is allowed to have two litters in a row, without missing estrus; in this case, the interval between litters must be at least 6 months, and the next litter from the same female can be obtained no earlier than 12 months after the birth of the puppies of the previous litter.

3.7. A male dog can participate in breeding if he reaches 9 months of age at the time of mating and without restrictions.

3.8. Owners make decisions on the selection of breeding pairs of their dogs independently.

4. BREEDER

4.1. The breeder is considered the owner of the breeding female, to whom it belongs by right of ownership, possession and/or use during the period from the moment the female is mated until the moment the puppies born by the female are transferred to new owners.

4.2. In the case of purchasing or leasing a mated female, the breeder is considered to be the person in whose legal possession the female is at the time of birth of the puppies. Legal ownership implies that the owner of the female has an ownership agreement, concluded in writing, in compliance with the conditions provided for in these Regulations.

4.3. The breeder is obliged to strictly comply with all the requirements of these Regulations and bears full responsibility for the results of his activities.

5. MATING AND REGISTRATION OF THE MATING ACT

5.1. Mating of a pair selected for breeding is carried out in the presence of the dog owners.

5.2. Immediately before mating (both initial and control), dog owners are required to identify their dogs using available identification means (microchips).

5.3. Immediately after mating, dog owners or their representatives are required to sign the mating certificate in duplicate.

5.4. The breeder is responsible for the authenticity of the signatures on the mating certificate.

5.5. The owner of the male dog is obliged to provide the owner of the mated female with a copy of the certificate of origin of the male dog, copies of documents confirming that the male dog has titles.

5.6. All mating conditions, including financial ones, as well as the timing of providing copies of documents for the male dog, must be agreed upon between the owner of the male dog and the owner of the female before mating the dogs.

5.7. Property disputes between owners of Breeders International System dogs are not considered and must be resolved in the manner prescribed by current legislation.

6. DOG IDENTIFICATION MEANS

6.1. All dogs registered with the Breeders International System must undergo identification and have a microchip implanted under the dog's skin near the withers.

6.2. If a dog is implanted with a microchip, the digital code of the microchip is included in the certificate of origin. A sticker number with a microchip barcode must be affixed to the certificate of origin/pedigree or a printed version of the microchip number on the certificate of origin/pedigree.

6.3. Microchip implantation is carried out by veterinary specialists or the breeder himself in compliance with established rules.

7. INSPECTION OF LITTERS

7.1. Litter inspection is an essential element of Breeders International System breeding control. The maintenance of breeding dogs and the raising of puppies must be carried out by ensuring their adequate feeding, comfortable maintenance and proper upbringing. An important requirement for proper maintenance is the presence of sufficient free space and the creation of conditions for constant communication between dogs and humans.

7.2. Specialists authorized by them have the right to examine litters at a canine organization. The head of this organization is personally responsible for the quality of litters.

7.3. Inspection of litters in private nurseries can be carried out by the owners of these nurseries independently. At the same time, the owners of nurseries bear personal responsibility for the quality of the litters they produce.

7.4. Breeders (owners of breeding females) are obliged to provide a Breeders International System instructor with the opportunity to timely inspect the litter and female using online video communication or video-photo materials and copies of documents sent in advance; microchipping is required for each puppy.

7.5. Examination of litters is carried out no earlier than 45 days from the date of birth of puppies, provided that the puppies have all erupted milk teeth.

7.6. Based on the results of the examination of the litter, Breeders International System issues a certificate of origin/pedigree. The certificate of origin/pedigree is issued in printed form on a standard form, signed by the responsible person of Breeders International System and certified by the seal of the organization.

7.7. The names of all littermate puppies must begin with the same letter in English. The name of the kennel registered by the breeder is included in the nicknames of all puppies born in the kennel, and is placed before the nickname or after the nickname (in English). The maximum number of characters in the puppy's name (including the name of the kennel and spaces) should not exceed 30 (thirty).

8. REGISTRATION AND ISSUANCE OF CERTIFICATE OF ORIGIN / PEDIGREE

8.1. The document about the origin of a dog in Breeders International System is a certificate of origin / pedigree, which is produced in printed form on a standard form, signed by the responsible person of Breeders International System and certified by the seal of the organization. This certificate/pedigree is issued in accordance with the requirements of these Regulations.

8.2. Breeders International System dogs that do not have documents of origin, but have passed an examination for compliance with the breed standard, and have received a conclusion on the conformity of the breed, are issued a certificate of origin / pedigree without information about parents and ancestors, with a date of birth January 01 and the year of birth indicated in veterinary passport.

8.3. In case of loss of the certificate of origin/pedigree by the breeder or owner of the dog, a duplicate is issued to the breeder or owner based on his written application. If the application is submitted by the owner of the dog, then the written consent of the breeder must be attached to it. A duplicate of the certificate of origin/pedigree is issued with the obligatory “Duplicate” mark.

8.4. The certificate of origin / pedigree of the dog is issued in accordance with a single sample approved by Breeders International System, contains the Breeders International System emblems and is a document certifying the origin, not the quality of the dog.

8.5. A change in the owner of a dog is made on the basis of a written application from its owner, which must be registered with Breeders International System, and the new owner is issued a new certificate of origin / pedigree. A mandatory attachment to the application for a change of owner is the original certificate of origin/pedigree of the dog.

8.6. When changing the last name, first name, patronymic, or other data, the owner is obliged to submit to Breeders International System no later than 45 calendar days an application for changes to the documents for the dogs he owns.

9. RESPONSIBILITY FOR VIOLATION OF THE REQUIREMENTS OF THIS REGULATION

9.1. If persons engaged in breeding work violate the requirements of these Regulations by falsifying information in breeding documentation, the following sanctions may be applied to violators:

- warning (can be issued for the first violation);

- reprimand;

- fine;

- deprivation of the right to engage in independent breeding activities.

9.2. The responsible person of Breeders International System considers received allegations of violations of this Regulation in the presence of interested parties or in the presence of written explanations from both parties. If an explanation is requested but not provided, the Breeders International System responsible person has the right to make a decision without it.

9.3. When making a decision to deprive the right to engage in independent breeding activities, the responsible person of Breeders International System determines the cynological organization or private kennel in respect of which the specified sanction is applied.
